Most personnel who enter the Foundation expect to remain within the walls of their location for the remainder of their career, outside of location transference, approved vacation, and (in the case of FRCT teams) field research and recovery. Even FCRT teams are rarely called far from their home location. The main body of the Foundation is focused on scientific research. As such, few consider the lengths necessary to maintain absolute secrecy and defense from external forces.

Surface Teams were used beginning with S-2 “Grayhound” as general field collection and containment teams; the first of these teams was headed by Grayhound himself. As the Foundation increased in size and personnel, however, and with the increase of global events and influences, the title “Surface Team” was transferred to any personnel dealing with threats and security outside of the Foundation, while “Field Collection and Recontainment” teams are related to standard location collections and recontainment, and “Localized Security Teams” are responsible for location security. In the current official state, the Surface Team Branches have existed since 1915.

These divisions are referred to as the “left hand” and “right hand” of the Foundation, even though they exist as a unit, resulting in the prefixes STLH and STRH for their team designations. Team designations then include a Roman numeric, Latin alphabetical, and popular designation. [For example: STLH-IV-H “NORTHWEST PASSENGERS” and STRH-III-J “SONS OF THUNDER”.] Surface Teams answer to SV-4 [CURRENT: “HACK”] within the Left Hand, and SV-3 [CURRENT: “JUPITER”] within the Right Hand. They may be deployed by any member of the Security Council, however, as well as by significant Class-E and authorized Class-D personnel.

The number of members to each Surface Team varies greatly, from the size of a small privatized army to three individual members. Due to the sensitive or traumatic nature of their expeditions, they are among the most frequently amnesticized personnel and are required by ethics protocol to provide minimum one psychiatric personnel to every team. Team leaders in these groups are considered SV-3 or SV-4 staff, with Class-E privileges and information. Team leaders placed on missions featuring sensitive information or with extreme danger of being discovered are given access to Class-A amnestics to be used at their discretion to prevent breaches in Foundational security. In the case this measure fails or is unavailable, all Surface Teams personnel are trained in resistance to interrogation.

All members of a Surface Team are Class-D so long as they are involved with the Surface Team’s activities, and are amnesticized and reduced to their appropriate rank once they are retired to standard personnel.

There are a current total of [REDACTED] Surface Teams within the Foundation.

[font color="deepskyblue"]Surface Teams of the Left Hand deal in external security measures, wide-scale amnestics, recruitment, and espionage. At the top of their chain of command is SV-4, who bears responsibility for Foundational security and (under HACK) technological filing and assessment.

One of the priorities of the Left Hand is infiltration of Groups of Interest - including cults, government agencies, and certain corporations with an affinity for the anomalous - in order to control information regarding anomalous instances and Foundation personnel, and to collect information regarding the organizations themselves. Another priority is media control, including social media with the rise of modern technology. Most interactions with independent assets will be through STLH handlers, and in coordination with STLH teams.

Nearly every Foundation personnel member has encountered STLH members once, as a form of recruitment. STLH-I-A “WELCOMING COMMITTEE” is responsible for collection and recruitment of new personnel based on data collected from FCRT teams, personal details, social media, and psychological profiles gathered by other STLH teams through other agencies. STLH-I-A members tend to be highly personable and have access to necessary departmental information depending on the reason for the individual’s recruitment. They are also given access to various amnestics in the case that the potential recruit wishes to remain outside the Foundation. While these individuals have a number of consistent aliases, their true identities are kept under strict need-to-know security.

There are unconfirmed rumors that there are certain STLH teams functional within the Foundation for interdepartmental supervision and espionage. As certain senior staff like to say, “If there were, would you know about them?”[/font]


[div align="center"][font size="4"][font color="darkorange"]SURFACE TEAMS: RIGHT HAND[/font][/font][/div]

[font color="darkorange"]Surface Teams of the Right Hand deal almost exclusively in advanced collections and terminations. While FCRTs are responsible for local collections and containment, teams on the right hand are focused on collections and recontainments of high-grade Leviathan-class entities, widescale anomalous infestations, exploration of unstable space-time behaviors, and reality-warpers of any classification; as physical force for raids on and defense against groups of interest; or on the security of locations that may be compromised following a breach even after entity recontainment. These teams ultimately answer to SV-3, the head of Foundation collections.

STRH teams are often formed of members of FCRT teams who have displayed extraordinary ability in the field, and who are returned to their FCRT teams in the STRH teams’ downtime. With only a few exceptions, STRH teams only meet for routine training and external missions, although they are permitted to keep in contact between their respective Foundation locations.

STRH teams are among the best equipped personnel in the Foundation, with access to a wide range of weapons, anomalous objects, and field equipment. Many of the personnel involved with STRH teams are themselves anomalous or possess a strong bond with anomalous entities. [These bonds and interactions between STRH teams and anomalous personnel involved with them are kept under observational research for the ongoing Foundational project of “Synergy Theory, per SV-1 “LEVIATHAN”.] These teams more frequently feature members from the Research department than their STLH counterparts, but are first and foremost containment or terminations groups.

While STLH groups perform information gathering, STRH groups will on occasion be called upon to follow up on this, including (but not exclusively) in the form of assassinations teams for high-value or dangerously anomalous targets. Orders for assassination must be run by the Security Council - specifically, both SV-3 and SV-4, and SV-1 "LEVIATHAN".[/font]

A gelatinous mass currently averaging 0.73 meters across while resting, studded all over with eyes of all different colours and types. ACF-2618 has been described as "horrifying, but in kind of a cute way, you know, like a pug" by more than one intern. Its abominable appearance is accompanied by the strange innate knowledge that it is really a very good boy, and that it should be given all the pets.

But they won't let us do that because apparently we have to fill out boring paperwork, even if we should be able to pet the anomaly - how can you not want to? Look at those widdle eyes! He's such a good boy; you can't tell me not to pet him, Agent [REDACTED]. Paperwork is dumb anyway, isn't it, boy? Who's a good anomaly? YOU ARE!

[font size="5"][font color="#228B22"]Section 1: A Word of Warning. [/font][/font]

[font size="2"]It cannot be stressed enough that despite docile behaviors and Household-class accessibility, ACF-707 is a Low-Gradient Leviathan-Class ontokinetic entity of unknown origin.1 The only reason it is classified as low-grade is its deliberately pacifistic behavior, which has proven consistent for the entity's 24 known years in Foundation “containment”.2 That being said, by all accounts this should be a U-Class Entity. There is no way that ACF-707 can be forced to abide by its containment measures; it only seems to do so upon request by SV-2 and other synergetic assets. Several alternative measures have been proposed in the case that SV-2 should become a rogue agent.3 No method has proven feasible, however, and when approached on the subject SV-2 is said to have found the idea "”humorous”.4 In any case, despite general docile behaviors, caution is still advised.

[font size="5"][font color="#228B22"]Section 2: Appearance [/font][/font]

[font size="2"]ACF-707 is a kaleidoscope of butterflies, although this may be a chosen physical manifestation. ACF-707 consists of approx. 17,500 individual specimens - one (1) for each living, documented species of butterfly currently found on earth.1 Any group of these specimens smaller than half the kaleidoscope is called a “sample” in documentation. While SV-2 seems to be aware of changes in the number and species of butterfly within ACF-707,2 he has been known to request Class-B interns for biannual recounts or to task this to researchers with whom he has engaged in academic disagreements. Even so, this seems to be his sense of humor, rather than a sense of competitive retribution, as no other researcher has proven capable of matching him in academic discussion of ACF-707 or similar ontokinetic entities and behaviors.3

In each species that displays sexual dimorphism, the specimen found within ACF-707 is visually female.4 Close inspection of any ACF-707 specimen’s physical features reveals the same aspects as a purely biological butterfly, including pigmented scales on wings, although to date either dissection or vivisection of a specimen has proven impossible.5 No durability test has been run on the specimens for similar reasons. While biologically ACF-707 does not appear to need sustenance, the individual specimens do consume the same diet as their naturally occurring counterparts when given the opportunity, displaying distinct preferences for foods native to the specimen’s habitat.6

While SV-2 was originally classed as an extension of ACF-707 following its appearance into the Foundation in 1999 due to the unstable nature of reality-altering entities, he was relieved of subanomalous titles following an interview with [SV-5 “STRINGS”].7

The most commonly seen specimens of ACF-707 are the Ornithoptera alexandrae that accompanies SV-2 "BUTTERFLY" and the Euphydryas editha bayensis found in the company of STRH-XIV-B-1 Bailey “Checkers” Richards. Other specimens may be seen more commonly by individuals depending on their own interactions with ACF-707.8

[font size="5"][font color="#228B22"]Section 3. Personalities & Intelligence.[/font][/font]

[font size="2"]ACF-707 is referred to by primary researcher SV-2 "BUTTERFLY" in both the feminine personal singular "she" and the general plural "they".1 SV-2 “BUTTERFLY” expresses an understanding of the entity as simultaneously a single conscious body and each of its individual, separate specimens,2 which seems consistent with its behavioral patterns. The individuals and greater entity have displayed varying levels of intelligence, which will be addressed separately.

The intelligence and capability of the greater entity of ACF-707 scales directly with the number of specimens that can be present within it at the given moment. At its peak capacity, ACF-707 is almost omnisciently perceptive of any area of our reality that it can access. It seems to require physical presence for this omniscience, but this presence can be stretched out evenly for several miles and still obtain the same effect.3 It is also aware of the activities, perceptions, and behaviors of each of its individual aspects [or specimens] at any given time, even when separated from the main kaleidoscope. It also retains the memories of each of these aspects. The greater entity has proven above human in nearly all areas of modern animal cognition testing.4 The entity does, however, lack the ability to solve complex abstract equations. While it can recognize patterns clearly enough to read written statements and apparently transcribe them by anomalous ontokinetic means, its reading comprehension remains comparable to a kindergartener’s, and it cannot maintain lengthy conversation on the subject matter, in part because its method of communication does not lend itself to this.

While the greater entity’s physical perceptions are apparently limited to the senses of its individual aspects, SV-2 “BUTTERFLY” has theorized that it may interact with the existence of the tests in question in a way beyond human perception, which is a possible reason why they do well on tests that affect physical abilities and senses, and poorly on tests that rely on high intelligence quotient.5 According to primary researcher SV-2 “BUTTERFLY”, ACF-707 is aware of all research done on it, the purposes of that research, and the contents of its files, and does not alter them unless requested by its primary researcher for security reasons or to update the current knowledge without extra time expense on the part of the human researcher. It is capable of a form of nonverbal telepathy with synergetic ACF personnel, to which many researchers will respond verbally, including primary researcher SV-2 “BUTTERFLY”. It can make itself clearly understood by any personnel, which scales directly with the physical presence of ACF-707 specimens.

It may be possible that the main body of the entity possesses no physical form beyond its individual aspects, and likewise has no true personality. Based on observations from primary researcher SV-2 “BUTTERFLY”, however, the body of the kaleidoscope behaves most closely to specimen ACF-707-Ornithoptera alexandrae, which is the largest specimen and the first to make contact with SV-2 “BUTTERFLY” in the entity’s emergence event.6 Therefore, for the sake of this section, ACF-707 is now in use for both the greater entity and individual aspect Ornithoptera alexandrae.

ACF-707 has yet to be seen behaving in its own interest except in the areas of minor satisfactions7 or in defense of one of its physical specimens.8 Whether it has greater intentions or is even capable of long-term planning is a subject for debate that primary researcher SV-2 “BUTTERFLY” has thus far not commented on, even in his extensive documentation of ACF-707. Even if it is capable of long-term planning, however, the entity has acted exclusively in benevolent and pacifistic manners. Although it can manifest and move objects in physical reality, it remains obstinate in its refusal to arm nearly any individual among Foundation personnel and anomalous assets.9 In combat situations, ACF-707 acts in defense of agents by altering space directly around them for short-range transport, although other methods have been observed.10 ACF-707 appears to understand the purpose of violence, especially in field work and security during a breach event, and while it does not actively participate it does not stop Foundation personnel from responding to circumstances with violence per standard training. However, any specimen or sample of ACF-707 present on the premises of a location performing terminations testing will act by any means necessary to prevent continued terminations testing.11 In general, the entity seems to have a strong distaste for destruction of any kind, which may be a reason why it is willing to assist security and field agents outside of direct combat.. When presented with extensive destruction, it acts however it can to mend objects it perceives are broken and even heal injuries sustained by personnel and fellow anomalies.12

In terms of individual intelligence, ACF-707 specimens seem capable of little more than typical butterflies of their individual species. There is some variety in patterns recognition, defensive behaviors, and other measures of animal cognition, but overall the individual specimen left to its own devices is most likely to act exactly like its naturally occurring counterparts unless in the presence of a “receptive” member of personnel.13 If the personnel member is receptive to the specimen in question, the specimen will follow basic directions according to the staff member’s intention, although the individual specimen may make a mistake in determining said intention or may choose to respond to this intention over spoken direction. Receptiveness does not allow an individual member of personnel to understand the ACF-707 specimen any more clearly than anyone else, but repeated exposure between a receptive staff member and communicative ACF-707 specimen may result in a more complex bond.14

The entity’s scale of “receptiveness” may be related to a higher than average emotional intelligence in its individual specimens. While an individual specimen may have trouble with certain forms of pattern recognition or tool use, all specimens have displayed the ability to “read a room” and act in response to the emotional tension of staff. While its communication skills are rudimentary, tests have shown that all ACF-707 specimens have a remarkably accurate sense of when personnel are under duress and respond according to what they perceive as a solution to the problem, whether that be removal from the situation or provision of basic animal needs such as food and drink.15

Each individual aspect of ACF-707 displays personality traits that differ slightly from the greater entity. Beyond the earlier mentioned dietary preferences, there are some aspects that prefer the role of healing or reconstruction; some that are frequently present in combat situations; still others that are nearly always found in one of the CU-707s located across Foundation sites. Some specimens are bold and obvious in displaying anomalous behaviors, while others appear to prefer to let personnel perceive them as merely butterflies. Many of these individual specimens have displayed obvious “personalities”. Superficial traits such as “shy,” “helpful,” “sassy,” “impulsive,” “curious,” and “Vain” have all been used informally to describe individual specimens, among many other descriptors.16

When within an 0ver 50% specimen kaleidoscope, no individual specimen will place the behaviors of its individual nature over the intentions, actions, and behaviors of the greater entity; the specimens will begin to act as a single body, with ACF-707-Ornithoptera alexandrae as primary “head” member. In smaller samples, one specimen’s personality will typically prevail over the other specimens; which this is remains inconsistent, even in well-documented samples like that of STRH-XIV-B “Lepidopterists”.17 Whatever the case, the individual aspects are subject to the will of the greater entity, even if they are capable of behaving independently within the kaleidoscope when not directed toward a singular goal.

[font size="5"][font color="#228B22"]Section 4. Abilities[/font][/font]

[font size="2"]ACF-707 is typically used as an example of a token reality-bending entity as its behaviors have been the most extensively observed by the Foundation.1 Theoretically, the entity is capable of anything available to the human imagination, and more. Known abilities include but are by no means limited to:

[li]Spontaneous generation of matter, typically inanimate objects, plants, or its own specimens.[/li]
[li]Spontaneous removal of obstructions. The matter removed is not destroyed by ACF-707, but placed elsewhere (at another point in perceivable space) or temporarily rendered invisible and intangible, then returned to “existence” once there is no longer need for its removal.[/li]
[li]Instantaneous transport of matter through three-dimensional space, ignoring obstructions. Such “teleportation” when used on human subjects does not rely on “receptivity,” unlike most other interactions with human subjects. ACF-707 uses this method as its primary defensive method for personnel and human subjects when present for dangerous situations.[/li]
[li]Manipulation of matter in such a way that it substantially alters its nature. This includes translating atomic elements into other atomic elements, altering the shape of an object into the shape of another object that utilizes the same elements, etc.[/li]
[li]Alteration of human biology. This is listed separately from alteration of matter by primary researcher SV-2 “BUTTERFLY”. While ACF-707 does not (or perhaps cannot) alter the existence of someone who has entered a state of biological death, ACF-707 has been known to alter the physical processes of receptive personnel to accelerate healing properties. The speed at which healing may be accelerated seems to be measured by the same concept of “receptivity” explored in Sect. 3 “Personalities and Intelligence”.2[/li]
[li]Memory suppression.3[/li]
[li]Temporary removal of itself from perceivable reality.4[/li]

In reality,5 ACF-707 is fully capable of anything it wants to do. It seems to be limited by its desires and intentions alone, and by those of receptive researchers, but should its intentions or desires change, so will our understanding of its abilities.6 The primary body of SV-2 “BUTTERFLY”’s research on the subject is dedicated to experiment tests on the limits of its abilities and willingness to perform tasks.7

[font size="2"]Due to the ontokinetic properties of ACF-707, the entity cannot be physically contained by the Foundation at this time. All containment measures in place are purely voluntary on the part of ACF-707, and exist by its design and by the request of primary researcher SV-2 “BUTTERFLY”.1 CU-707 [at primary locations L-2, L-8, and original location L-14] is an 8,000 square foot enclosure in the location – even if such a room is not usually feasible in such a location, the architecture has been altered around it to allow for the containment unit to exist. The unit’s walls and floor are upon examination of the same architectural materials as standard containment units in the building, but are covered in a fine layer of plant material such as grass on the floor or moss on the wall. The room is to be stocked with plants of the preferences of the ACF-707 specimens that most often frequent the location. All plants will remain in a preserved state so long as they are within the location; however, staff members who are inclined to do so are encouraged to participate in “greenhouse” caretaking. The room is lit by an anomalous source that behaves like natural sunlight. CU-707 is to be kept at 28 degrees Celsius, and will remain humid even in an otherwise dry building. Despite this, flowering plants placed into CU-707 will flourish, even if this is far from their ideal climate.

[font size="5"][font color="#228B22"]Section 6. Receptivity and Synergetic Relationships.[/font][/font]

[font size="2"]“Synergy Theory” is a method of anomalous research initially developed by [DATA EXPUNGED: REFERENCE NAME “A.B.C.”], a Class-B researcher working at L-14 beginning in 2016. Upon observing several relationships between anomalies and staff while working under Dr. G. Eisenberg, L-14’s head of psychiatric personnel, [A.B.C.] observed that certain anomalies altered their behavior entirely in the presence of, for the benefit of, or upon the request of certain staff. While she undertook her own research into her relationship with ACF-833 “Anchor”, included in her observations were also SV-2 “BUTTERFLY” and FCRT-14-1 “Lepidopterists”, specifically Agent B. Richards. Her collected notes correctly identify a unique relationship between SV-2 “BUTTERFLY” and the greater entity behind ACF-707, which has yet to be replicated with any other ACF personnel; and between FCRT-14-1-02 [later 01] and individual specimen ACF-707-Euphydryas editha bayensis, which ultimately resulted in unique altered behavior from ACF-707-Euphydryas editha bayensis. For the continued security of ACF-833, the original research cannot be directly cited. It did, however, come into the possession of SV-2 “BUTTERFLY” and later, SV-1 “LEVIATHAN”, who have both actively expanded on the research in the interim following [DATA EXPUNGED].1 A.B.C.’s Synergy Theory has proven almost synonymous with SV-2 “BUTTERFLY’s” previous theories of “receptivity” when it comes to ACF-707, as seen with ACF-707-Euphydryas editha bayensis’s relationship with B. Richards.

In September 2009, a case of severe post-traumatic stress disorder due to improperly administered amnestics was reported regarding the recently promoted manager of location L-203, Bailey Richards [then an A-Class-C collections agent]. Amnestics were readministered under observation by senior research personnel, but the amnestic therapy resulted a second time in failure. Upon examination, Agent Richards admitted that in his experience “amnestic procedures didn’t work as well as I thought,” and that during previous amnestic administrations he had repressed but not fully forgotten certain memories. The symptoms of this memory repression had led to a misdiagnosis of anxiety disorder in Agent Richards’ standard psychiatric evaluations and subsequent incorrect treatments, which ultimately led to the anxiety break in 2009. While termination from Foundation employment was briefly considered, Agent Richards’ abnormally high tolerance against medical and therapeutic amnestics was pointed out as a security hazard. Agent Richards also stated that he wished to continue his work with the Foundation for as long as possible. Several methods of treatment were proposed, among which was access to a specimen of ACF-707.2 When exposed to the greater body of ACF-707 at L-14, Agent Richards expressed comfortable preference for the Bay checkerspot butterfly specimen, and as the specimen seemed to share that preference, it was assigned to accompany him back to L-203. The measures reduced Agent Richards’ stress levels and increased his productivity.3 When the Foundation considered separation of ACF-707-Euphydryas editha bayensis and Agent Bailey Richards, the ACF-707 specimen refused to rejoin the larger kaleidoscope without B. Richards present. This information was submitted to primary researcher SV-2 “BUTTERFLY”, who approved of the continuation of the relationship until ACF-707-Euphydryas editha bayensis’s services were no longer required for B. Richards’ continued mental health as long as regular reports were submitted following field operations.

ACF-707-Euphydryas editha bayensis and Agent B. Richards might not have been considered a uniquely synergetic relationship had it not been for Incident I-FCRT-14-1-707-62 in 2013. In this event, while on civilian leave, Agent B. Richards was confronted by an agent of GoI-823 “Fear Factory”. Agent B. Richards was engaged by the other agent, and was disarmed in the conflict. In his need for a weapon for self-defense, ACF-707-Euphydryas editha bayensis produced a balisong knife - the first occurrence of any aspect of ACF-707 to ever produce a weapon in any context over alternative defensive and healing measures.4 ACF-707-Euphydryas editha bayensis has since produced the balisong knife on 3 occasions in combat, although it has been seen regularly during downtime at L-14.5

The relevance of this incident in particular was the alteration in behavior from all previous incidents involving ACF-707, including similar incidents of reduced reality-altering and even incidents where personnel were lost. In A.B.C.’s original theory, a necessary difference between “synergy” and coexistent or even codependent behaviors on the part of personnel and anomaly is a significant alteration in behavior in relation to the specific personnel. Agent B. Richards had taken up practice with the colloquial “butterfly knife” halfway as a joke once his relationship with ACF-707-Euphydryas editha bayensis was established; the situation required a weapon for the continued preservation of B. Richards’ life; and the relationship between ACF-707-Euphydryas editha bayensis and B. Richards had been established over the course of 4 years at this point. For these reasons A.B.C. considered B. Richards and ACF-707-Euphydryas editha bayensis to be an ideal example of a synergetic relationship.6

While not nearly to the same extent, ACF-707 has formed similar relationships with individual personnel, including [listing asset and species name]: SV-5 “STRINGS” and Polygonia interrogationis; SV-1 “LEVIATHAN” and Danaus plexippus plexippus;7 Kim Gilroy and Papilio chikae, together forming “Lepidopterist 02: Peacock”; Nova Neves and Parnassius clodius, together forming “Lepidopterist 03: Snow”; Roz Motya and Polites sabuleti tecumseh, together forming “Lepidopterist 04: Moth”; Donovan Bronach and Nymphalis antiopa, together forming “Lepidopterist 05: Widow”; Ferris Piers and Hipparchia semele, together forming “Lepidopterist 06: Grayling”; Vanya Swift and Aglais urticae, together forming “Lepidopterist 07: Aesop”; Inigo Calida and Gonepteryx rhamni, together forming “Lepidopterist 08: Brimstone”;8 Dr. Bindi Takahashi and Papilio ulysses; and SV-2 “BUTTERFLY” and Ornithoptera alexandrae.

Very little can be said about SV-2 “BUTTERFLY” and his unique relationship with the greater body of ACF-707 without violating security protocols, but a brief summary has been authorized by the Security Council for research purposes. The relationship is unique enough to be considered “synergetic” by A.B.C., partially due to the fact that on occasions when ACF-707’s behaviors evade human perceptions, SV-2 “BUTTERFLY” is able9 to sense these alterations in reality. From a third-person perspective, communication between SV-2 “BUTTERFLY” and ACF-707 much more closely resembles true (if audibly one-sided) conversation, rather than vague implications available even to other synergetic assets. ACF-707 has never been recorded as directly rejecting instructions given directly by SV-2 “BUTTERFLY”, nor has SV-2 “BUTTERFLY” faced permanent physical harm or illness while in possession of ACF-707, although in severe breaches of containment or when distantly separated from the greater kaleidoscope he has been physically injured.10 Finally, SV-2 “BUTTERFLY” actively encourages synergy attempts between remaining ACF-707 specimens and personnel so long as reports are properly filed.

[font size="5"][font color="#228B22"]Section 7. Foundation History.[/font][/font]

[font size="2"]ACF-707 was discovered inside of location L-14 during a breach of containment. [CLASSIFIED: SV-2 “BUTTERFLY], one of the Class-B researchers on duty at the time, was following evacuation procedures when he became separated from the other evacuating researchers. What happened next is unclear; for the next several hours, all contact to L-14 was lost, and security recordings were rendered blank. Recontainment teams found themselves repeatedly removed from the location as they arrived, each reporting afterward that one or more butterflies (now recognized as specimens or samples of ACF-707) landed on the windows of their vehicles just before they were relocated to their starting point, no matter where that was. When staff was finally able to return to the location some hours later, all damage done by escaped anomalies was repaired,1 all anomalies were returned to their cells with all appropriate containment procedures in place, and [CLASSIFIED: SV-2 “BUTTERFLY”] was found inside a previously nonexistent containment cell along with what was assumed to be the entire flock of butterflies. What exactly happened is unclear based on interviews of [CLASSIFIED: SV-2 “BUTTERFLY”] and ACF-707, which are available for review by all staff upon request from L-14’s security records.

The original proposal for an FCRT that utilized specimens of ACF-707 came in 2005 from Agent Ainslie Rowan, who at the time was A-Class-D and a member of former FCRT-14-1 “Spotters”.2 Primary researcher SV-2 “BUTTERFLY” refused the proposal in its initial form, but agreed to combat testing in a secure environment and under close supervision.3 The team was finally approved by Primary Researcher SV-2 “BUTTERFLY” following positive synergetic interaction between ACF-707-Euphydryas editha bayensis and Agent B. Richards, who was transferred to L-14 in 2011 following two (2) consecutive years of consistent interaction with the specimen.4 The team, called “Lepidopterists”, would not be given the position of FCRT-14-1 until 2014; Agent B. Richards was appointed the position of Team Lead FCRT-14-1-01 in 2017 following the death of A. Rowan in Incident I-ACF-7661-C, and FCRT-14-1 “Lepidopterists” was approved by ACF-707’s Primary Researcher and the Security Council for their first mission as an STRH Team in Incident I-U-176-1 in May 2018.

[font size="2"]In summary, ACF-707 emerged in 1999 as a fully fledged ontokinetic entity capable of whatever it chooses. The reasons for its choices seem rooted in a personality that is suspended between its omnipresent, omniscient, invisible “greater body”, and the individual perceptions and personalities of butterfly specimens that are somewhat more personable and emotionally eloquent than their naturally occurring counterparts. The primary notable personality trait is its loyalty to the Foundation, or at least to its primary researcher Councilman SV-2 “BUTTERFLY”, which has for the time being proven an effective containment measure in its own right. Its secondary notable personality trait is its general refusal to participate in violent conflict as an aggressor in any capacity, with one notable exception. ACF-707 is noted by rogue agent A.B.C. to be an ideal subject for the study of her “Synergy Theory,” which aligns with previous assumptions about the relationship between receptivity of staff and the anomalous influence of ACF-707. Besides SV-2 “BUTTERFLY”, ACF-707 has a distinctive relationship with a handful of documented Foundation personnel, most notably Agent Bailey “Checkers” Richards of STRH-XIV-B/FCRT-14-1 “Lepidopterists”. All Foundation personnel have free access to ACF-707 as needed, as its behaviors are treated as Household-Class, but terminations attempts are strictly prohibited by orders of SV-2 “BUTTERFLY”. The Councilman has 63 existing essays on various behaviors and experiments; staff is free to request these reports from L-2 or L-8 by standard methods.

Among these are causing a time-loop through use of anomalies such as ACF-6000; thaumaturgical bindings; use of the abilities of a cooperative ontokinetic independent asset such as U-3473; and feasible terminations methods. Testing on these has proven, respectively: ACF-707 is capable of escaping temporal loops by retreating into the “elsewhere” its specimens vanish into when not visible; immunity to all tested thaumaturgical methods; unreliable interaction between ontokinetic entities; and refusal to continue terminations experiments by SV-2 “BUTTERFLY.” Other theoretical methods exist but few can be tested.[/font]

One day, a man appeared on the surface of the Earth’s Moon. Dr. Galilei observed the phenomenon and sent an extraction team to investigate. The man tried to touch the team members, but seemed disappointed when their suits prevented physical contact. He wore an antique astronaut uniform, earning him his nickname, but his face was nothing more than a weathered skull.

Upon closer inspection in the ACF facility, the anomaly displayed increased interest in trying to touch the bare skin of various staff members which was vehemently denied from him by the transport capsule. He seemed confused, and agreed to a dental exam. The records matched him to an astronaut that was lost in 1959 and recovered in 1961, buried that same year in his hometown of Colorado Springs. The name of the grave was Samson Richter, which ACF-688 responded to.

Tests with organic matter being introduced to ACF-688 in the form of raw meat resulted in those samples disintegrating on contact with ACF-688’s hands. Further tests were denied, mostly due to redundancy and fears of animal cruelty. Human subjects, understandably, refused to enter without protective gear.

The first confirmed fatality involved with the handling of ACF-688 occurred when an intern entered the cell while wearing all the necessary equipment barring a helmet. His colleagues referred to his unwillingness to wear one as part of his “poor time management and general impatience”. While ACF-688 did not directly touch the intern, the intern still disintegrated in a painful and agonizing way. The recordings involved were locked away, but the information taken from them indicates an airborne version of the disintegration ability that ACF-688 displays without remorse.

Interviews with ACF-688 have never deviated from the normal responses, with every question being answered with a slight grunt or a snarl.

Strict physical contact is sometimes not even necessary, because ACF-688 is also capable of projecting an airborne form of this power that disintegrates his victims from the inside-out. The range of this is unknown and will hopefully remain so.

He does not need to breathe, eat, drink, or sleep. All human facilities seem to have been replaced with a deep resentment for life.

Added to this, due to his sudden appearance on the Moon, teleportation in some capacity cannot be ruled out.

For thousands of years, stories of a mysterious bell drenched in rust have infested human imagination. It would appear in random places around the world, inviting onlookers to touch it with its intoxicatingly putrid tones. Whosoever would ring it seven times in a row would invite not good fortune or wealth, but a terrible disaster that could only be abated through sheer human guile and trickery.

The legends passed down through the ages have all involved a hurricane of plague and sickness, striking through the population like a poisoned dagger. Countless people would die as a result of this cataclysmic horror only for it to disappear without a trace, leaving behind horror and despair.

In recent times, the bell was struck in the idyllic countryside of Japan. This would mark the latest and most brutal incursion of U-222 to date, as it would also be the most well-documented study of Plaguefather’s behavior.

Little more than a towering mountain of rotting flesh and pungent disease, Plaguefather joyfully dances and sings a horrendous song while disgusting and toxic beasts crawl from his exposed entrails. They join in his proclamation of mirth, shaking the rust from pockmarked instruments with every wheezing breath and crackling joint. The very weight of Plaguefather’s shambling advance contests that of tsunamis as it crashes down with every thunderous step. He is a monolithic force of nature, an avalanche of pus and stinking decay.

Added to this, U-222 projects a visible field of toxic rot that extends farther the longer he exists in the physical plane. The air turns an unfiltered greenish-yellow, practically dripping with a snotty humidity. Flies, rats, and other harbingers of sickness swarm out in their thousands as he advances, mutated by his very presence into mindless servants to his bubonic girth.

Besides the massive scale of the beast adding to his already monstrous strength and durability, U-222’s unique biology lends itself to a frightening level of survivability. Rotten flesh sloughs off in chunks and boulders, barely even a hindrance. Physical pain is a foreign concept to U-222. Fire and napalm is smothered in gushing torrents of bile or infected slime. Bullets are barely even capable of penetrating through the hundreds of gangrenous layers making him his thick skin.

All the while, his diseases grow stronger and spread wider. A strange quirk of U-222’s is that he seems to become more powerful each time he is summoned. Either that, or he is simply gaining size and potency regardless and bringing what he has amassed to Earth is an extension of his jovial “gift-giving”.

As mentioned before, the bell responsible for all of this seems to appear in random places around the world in random intervals throughout history. There is no pattern worth mentioning. Anyone can strike the bell and summon him out of raw human stupidity and curiosity.

The only surefire way to get him to leave is to somehow trick him back into the bell, but he has gotten wise to humanity’s games over the millennia and rarely goes quietly.

Physical Description: Two quad roller skates, slightly worn, seemingly constructed around the 1970’s or 1980’s. Default state, when not worn, is of average rental skates - brown fabric and bright orange wheels and stopper, unisex size 9. Appearance and size are observed to change depending on wearer, the change taking effect once ACF-808 is fully laced.
Cataloged appearances are as follows:

ACF-122 - “Party Hat”
Class: High-Grade Household

A simple paper party hat. It is yellow and has red and blue polka dots on its cone, and is topped with a small pom pom of red. ACF-122 is as traditional a child’s birthday party hat as it can possibly be. It is, some might say, the archetype of children’s party hats. The hat exudes high levels of energy, some of which is radioactive. Upon contact with the skin, the user develops polka dots all over their body and an innate desire to build balloon animals. Their voices also take on a nasally quality, and they cannot stop themselves from telling bad jokes. The effect does not wear off for days, sometimes weeks.

Containment Measures: A lead box to contain the radiation, and heavy gloves for touching. We cannot stress enough, please use a special lead-lined hazmat suit when interacting with ACF-122. Radiation poisoning is highly lethal.

ACF- 879 - “Midazolam”
Class: Low-Grade Household

ACF-879 is a box made of metal, with three wires that extend from plugs and end in small suction cups. It has seven dials on it and a small readable screen that simply reads “False - Truth”. There is no plug for power, and we have minimal understanding of how it is powered. The battery is constantly dead, except when in use. When in use, the machine attaches its three wires to a human being and turns on. The test subjects have all reported feeling the same sense of ease, sleepiness, and inability to remember the test. For that reason, it was named after the drug “midazolam”.

The machine works by having a user ask questions to the test subjects. While they are not compelled to tell the truth, they are much more likely to, and the machine indicates whether something is the truth or not. (Note: This device is no longer available for testing on interns, as too many have been fired due to the things they have confessed to.) It has been used in several cases for [REDACTED].

Containment Measures: It is kept in a protective box in the demonstration portion of Household anomalies. There are no measures really needed, as the box is inert unless in use.

ACF-327- ”Music Man”
Class: High-grade Risky

Special Containment Procedure: ACF-327 is kept in a five-meter by five-meter room. It is to be kept in a locked box at all times. No material used for the box has proven to prevent the anomaly from activating. The box is specifically to prevent the removal of the anomaly. See Addendum A. Personnel must sign the log and the waiver for any experiments involving this anomaly. It is important that all personnel sign the log and the waiver.

If any staff enters the room without proper authorization, on-site security is not to attempt to stop them. They are to watch them on the surveillance monitor until it is determined the staff has not been contacted by the anomaly. If the staff has clearly fallen under the effects of the anomaly, the room is to go on lockdown until the affected staff expires. On-site security is not to attempt to help them. If security believes that staff has not been affected, they are to contact site management for proper retrieval protocols.

Description:
ACF-327 is a 1954 Garrard 301 high-fidelity turntable record player. The serial number is *****. It has a plain honey-brown wood base and a white and black plastic top. It has a single metal arm on a swing hinge. It is very typical of all 301-style Garrard turntables. There are no abnormalities in it’s appearance.

This anomaly activates when a new person enters a three-meter radius. A well-dressed man will appear behind them, tapping them twice on the right shoulder. Depictions of this well-dressed man vary from person to person. The anomaly does not always activate and seems to enjoy preying upon those least expecting it. There is no exact measurement of time that it takes for it to activate, and it appears to be completely random.

After the well-dressed man taps the shoulder of the victim, one of two things happens. Either the target does not react and renders the anomaly inert, or they respond to the tap and find themselves frozen in place. Any acknowledgment of the taps will trigger this effect. The victim will then be frozen until another person enters the room.

At this point, the well-dressed man will appear behind the new person and brutally murder them. The first victim is compelled to watch. Accounts of his methods also vary from person to person. Please see Addendum B for testimony from Dr. Kallie Reed. Only after the violent death will the original victim be able to move again.

It has been observed that if no new person enters the room, the original target will remain frozen until they expire due to starvation or dehydration. Upon their death, the well-dressed man appears to disperse, seemingly satiated from the death. We have determined no way to prevent the next person from entering the room from dying. After the loss of five security team members, the current containment protocols were put into effect.

Addendum A

There was an incident in 2015, in which Class-B researcher “Peppers” wandered into the CU for ACF-327. This is the only known incident of the “Music Man” acting out of its usual anomalous behavior. “Peppers” was immediately contacted by the anomaly, and reported that it asked her immediately to remove its record player from the premises. “Peppers” then proceeded to take the anomaly and open her portal. She disappeared inside of it for approximately ten seconds before returning with the record player.

“Peppers” expressed confusion over how she had broken the anomaly’s hold, but she is the only reported instance to ever do so. She replaced the anomaly and exited the room. She was held for 24 hours before being released, to ensure she wasn’t possessed or otherwise compromised.
