SECTION Nº2: METAHUMAN ABILITY ASSESSMENT
I. PRIMARY FACTORS.
A. FREEZING RAY
Coldcall possesses the ability to extend a 'freezing field' outward from his body. The luminous field arrests the motion of molecules in its path, rapidly inducing freezing in liquids and causing frost to form on surfaces in the field's range. By extending his fingertips, Coldcall can shape the field into a highly precise 'ray' with a maximum range of approximately 100 yards. The range of the attack increases with its focus, as does its intensity. At short range, when activated, the field extends outward from Coldcall by approximately 5 yards. Temperatures plummet rapidly when the field is deployed. A luminous aura has been observed emanating in a spherical shape from Coldcall's chest when the freezing field is active. Coldcall appears largely unaffected by the significant decline in temperature. Footprint analysis at crime scenes show that the ground directly beneath his boots does not freeze, allowing for unrestricted freedom of movement even in the hazardous, icy conditions which result from the use of his ability.
Coldcall supplements the strategic use of this ability with ordinary firearms in order to conserve his energy.

He heals from wounds slightly more quickly than a baseline human and possesses a greater degree of endurance. He has traded blows with other metahumans which would render an ordinary foe utterly incapacitated. The upper limit of his strength appears to be underdeveloped. Coldcall typically wears a heavy red parka over a bulletproof vest, along with a cowl and a pair of goggles to avoid snow-blindness and partially disguise his identity. When engaging in field operations, Coldcall has employed a Kevlar bulletproof vest with assorted pouches to store ammunition and other paraphernalia, usually worn under the parka. On one occasion, when partnered with V-49-S 'Stinkbug,' he was observed wearing a gas mask. He has been observed using other assorted criminal paraphernalia such as drills, grapnels, and flashlights when conducting operations. Coldcall has been observed wearing red gloves and a wristwatch, which is used for telling time. He also presumably carries keys, a cellular device, and a wallet, which may contain money, a driver's license, and various promotional punch-cards. He uses an earpiece to communicate when necessary.

Coldcall has been observed wielding handguns, a submachine gun, an assault rifle, and a shotgun in the past. He once employed explosives to breach a vault door. His use of firearms lends credence to the notion that he will eventually exhaust his powers through overuse, as is common to many metahumans.
